Among
the various changes introduced by the 2013 version of the ADR, the main news in
Part 1 are:
Where
there is any conflict between the ADR and the standards, the provisions of ADR take precedence (Section 1.1.5).
The
importance of staff training, and in particular the Safety Adviser must check
that update training on changes to the regulations is included as appropriate (Section
1.8.3).
A time
limit of one month from the date of occurrence has now been imposed for
submission of accident reports to a Competent Authority (Section 1.8.5).
Transport
units carrying more than 8 tonnes of Limited Quantities are now prohibited in a
Category
E
tunnel (Section 1.9.5).

Tra le
varie modifiche introdotte dalla versione 2013 dell’ADR, vediamo le principali novità
nella Parte1:
Quando
ci sia conflitto tra l’ADR e le altre normative di cui è richiesta l’applicazione,
prevalgono le disposizioni dell’ADR (Capitolo 1.1.5).
Viene sottolineata
l’importanza della formazione del personale addetto, e in particolare il
Consulente deve verificare che la formazione del personale addetto sia
aggiornata e documentata (Capitolo 1.8.3).
Viene
individuato il tempo massimo di un mese dalla data dell’evento per la redazione
della Relazione d’Incidente alle Autorità competenti (Capito 1.8.5) – mentre il
DLgs 35/10 stabilisce questo limite a 45 giorni.
Le
unità di trasporto che trasportano più di 8 tonnellate di Quantità limitate
sono ora vietate nelle gallerie di categoria E.
