ADR 2013: important news_Cap5 (1)

Chapter 5 of ADR 2013 "Consignments procedures" shows a new section 5.5.3 about the risk of asphyxiation associated with the use of dry ice (UN 1845), liquid nitrogen (UN 1977) or liquid argon (UN 1951) as coolants; the section applies when the materials are used as refrigerants (distinct from the actual load). If as coolants they satisfy all the requirements of the section, the exemption from other provisions of the ADR are respected. The packages must contain the proper shipping name followed by the appropriate words “AS COOLANT" or "AS CONDITIONER.
Each access point of the vehicle or containers mjust be marked with a warning symbol which must have the identification of the coolant.
The subsection 5.4.1.1.5 about special provisions for salvage packaging has been modified to respect the adoption of salvage pressure receptacles.
To allow the use of "MARINE POLLUTANT/ENVIRONMENTALLY HAZARDOUS", subsection 5.4.1.1.18 (evironmentally hazardous substances) has been changed.


Il Capitolo 5 dell'ADR 2013 "Procedure di spedizione" riporta una nuova sezione in 5.5.3 relativa al rischio di asfissia per l'uso di particolari sostanze come ghiaccio secco (ONU 1845), azoto liquido (ONU 1977) o argon liquido (ONU 1951) quali refrigeranti; la sezione si applica quando i materiali vengono utilizzati come refrigeranti, e non come carico effettivo. Se vengono rispettati i requisiti della sezione, si applica l'esenzione dalle altre disposizioni ADR. Gli imballaggi devono riportare la designazione ufficiale di trasporto seguita dall'indicazione appropriata. Ogni punto di accesso dei veicoli deve essere contrassegnato con un simbolo appropriato di avvertimento che deve riportare l'identificazione del liquido refrigerante.
La sottosezione 5.4.1.1.5 concernente disposizioni speciali relative imballaggio di soccorso è stato modificato per accogliere l'adozione dei recipienti a pressione di soccorso.

Per consentire l'uso di "INQUINANTE MARINO/PERICOLOSO PER L'AMBIENTE", la sottosezione 5.4.1.1.18 è stata modificata.
